Texas) renders moot the appeal by the Department of Social Services (DSS) of a Jackson County Court's decision to overturn a departmental ban on gay and lesbian foster parents.&lt;br /&gt;Nixon's decision is based on the claim by DSS that potential foster parent Lisa Johnston was in violation of this (unconstitutional) law. But even after the announcement of Nixon's decision to drop the appeal--which will allow Johnston and her partner, Dawn Roginksi, to resume the foster parent licensing process--spokespersons for both the DSS and Governor Matt Blunt said the appeal process should continue&lt;br /&gt;&lt;br /&gt;In other happy news,&lt;br /&gt;The Senate voted 49 to 48 to defeat the Federal Marriage Amendment, a measure that would have denied marriage to same-sex couples and seriously threatened civil unions and domestic partnerships. Seven Republicans joined 41 Democrats in voting down the measure, which opponents said was a politically motivated distraction from real challenges facing the country.&lt;br /&gt;The quarter of a million postcards delivered on behalf of Human Rights Campaign members made the strength of opposition known on Capitol Hill.&lt;br /&gt;The procedural vote, known as cloture, needed 60 votes to pass and received 49 votes today. By defeating cloture, the vote killed the amendment. Had it passed cloture, the amendment would have needed 67 votes to pass the Senate.&lt;br /&gt;All four Senators from Kansas and Missouri voted to make gays and lesbians second-class citizens by saying "yea" to the FMA. According to the Washington Blade, Dean claimed the DNC platform states "marriage is between a man and a woman." The official plank is inclusive, saying, "We support full inclusion of gay and lesbian families in the life of our nation and seek equal responsibilities, benefits, and protections for these families." Gay rights advocates were justifiably outraged.&lt;br /&gt;&lt;br /&gt; &lt;span style="font-style: italic;"&gt;Illinois Extends Benefits to Domestic Partners &lt;/span&gt;&lt;br /&gt;On May 8, Illinois Governor Rod Blagojevich signed an executive order that extends domestic partner benefits to state employees; this extension includes lesbian and gay couples. With this move, the Prairie State becomes the thirteenth state to extend DP benefits to all state workers, joining California, Connecticut, Iowa, Maine, Montana, New Jersey, New Mexico, New York, Oregon, Rhode Island, Vermont, and Washington, as well as the District of Columbia.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-style: italic;"&gt;CDC to Recommend Routine HIV Testing &lt;/span&gt;&lt;br /&gt;The Centers for Disease Control and Prevention (CDC) is expected to issue guidelines sometime this summer that will call for HIV testing for all teens and adults--aged 13 to 65 years--during their routine health examinations. CDC decision-makers claim around 250,000 Americans are unaware that they are HIV-positive. There is concern that the proposed recommendations do not include adequate counseling and informed consent. Knowing one's HIV status is an important health datum, but until the government can ensure nondiscrimination for those testing positive, its plan falls short of perfection.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-style: italic;"&gt;LGBT Hate Crimes Amendment Withdrawn &lt;/span&gt;&lt;br /&gt;An amendment to a Senate bill, that would have added gays and lesbians to federal hate crimes legislation, was dropped after Republicans threatened to block the sex offender registry bill to which it was attached. This picnic is for families who are interested in fostering, adopting, artificially inseminating or already have children but want to connect with other gay and lesbian families.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-style: italic;"&gt;Nourishment for the Soul&lt;/span&gt; is a new spirituality group. Many of us have experienced “spiritual abuse” or abandonment by mainstream religion. As an alternative to church, we are offering a spiritual encounter group for individuals who want to grow their faith or discover their spiritual orientation. Each group shall consist of eight to ten individuals who meet regularly to share inspirational thoughts and experiences, to find and lend support, and to grow in their relationship with themselves and the universe as they make their way on their spiritual journeys. An informal format will be used for open sharing and active participation. In the Kansas City area, over 500 students from over two dozen high schools and colleges will be spending the day not speaking to draw attention to these unheard voices. At the end of the day, supporters of LGBT equality are welcome to attend the Breaking the Silence Rally and Celebration. The rally will be at the JC Nichols Fountain at 47th and Broadway from 5-6 PM. After the rally, from 7- 10 PM we will be hosting a Breaking the Silence Celebration at the Spirit of Hope Metropolitan Community Church at 3801 Wyandotte. Now it's up to us to show broad public support for Senator Feingold's resolution. Sign the &lt;a href="http://political.moveon.org/censure/"&gt;petition&lt;/a&gt; asking Congress to join the call for censure. As of this reading, they have had 413,880 people sign this petition which is 82% of their goal of 500,000 signatures!&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Organizational Spotlight&lt;/span&gt;&lt;br /&gt;&lt;a href="http://www.lgcckc.org"&gt;The Lesbian Gay Community Center&lt;/a&gt; is located at 207 Westport Road and is open 6-9 Monday through Friday. By doing the survey again in 2006, we will be able to see where the community has made health improvements and where we still face challenges.&lt;br /&gt;For this, we need your help. The first meeting of the Outreach Committee, the people who will actually help us get surveys taken by people, will be held soon. There is a discussion board for travel, general sports talk and other things. The site also has upcoming events and a Gay Games recap that will be updated as decisions are made.
